RELEASE REPORT ON THE NOMINATION OF MEMBERS OF THE CONSTITUENT ASSEMBLY OF THE
CONSTITUTION
INTRODUCTION
1.
Appointment of Members of the Constituent Assembly dominated by the
Constitutional Reform Act , Cap , 83 ( The Constitutional Review Act, Cap 83) .
This law establishes the authority of the appointment , conditions, procedures,
criteria and other factors all need to be in the selection of the members of
the Constituent Assembly . In accordance with Section 22 ( 2A ) and ( 2B ) of
these criteria include age , gender , experience, qualifications and where
they're from member concerned.
2 . This law
stipulates three types of Members of the Constituent Assembly as follows : -
( i ) All
Members of the Parliament of the United Republic;
( ii )
Members of the Zanzibar House of Representatives , and
( iii )
Members 201 in accordance with Sect. 22 ( 1c ) of the Constitutional Reform Act
which shows 10 different groups involved.
3. These
groups are as follows : -
( i ) NGOs (
20)
( ii )
Religious Institutions ( 20)
( iii ) All
parties that have permanent registration Politics ( 42 ) ;
( iv )
Institute of Education ( 20) ;
( v ) People
with Disabilities ( 20) ;
( vi ) Trade
Unions ( 19 ) ;
( vii )
Organizations representing Breeders ( 10 ) ;
( viii )
Organizations representing fishermen ( 10 ) ;
( ix )
Agricultural Unions ( 20 ) and
( x ) Groups
of people with similar goals ( 20) .
4. The
selection process was started to provide a Notice of Invitation in the Gazette
, Government Notice 443 dated December 13, 2013 . The announcement was made in
Kiswahili and English in order to invite them into groups mentioned legal
submit proposed names for selection in the Constituent Assembly laMaalum . In
addition, the announcement of the invitation also announced in the newspapers
that are read below. Among other things Announcement of Invitation announced
time limit of institutions and groups to submit proposals for the names of
members that are dated 02/01/2014 .
5. These
proposals were to be submitted to the Chief Secretary to the Government of the
United Republic of Tanzania to the mainland and in Zanzibar , recommendations
were to be submitted to the Chief Secretary to the Government of Zanzibar .

Following the invitation, 554 institutions from Tanzania Mainland and Zanzibar
submitted, 178 from their recommendations . These recommendations included
2,762 names on the mainland and in Zanzibar proposals that included 874 people
. Thus, institutions and groups recommended the 3,636 names . However, and
contrary to law, 118 people were ingratiate themselves to make a number of
names proposed to be 3754 .

Constitutional Reform Act establishes conditions considered in the selection of
201 members of the Constituent Assembly of the Constitution. These conditions
include at least one-third members come from Zanzibar and two thirds from the
mainland . For this reason , the 201 members , 67 members are from Zanzibar
with 134 delegates will come from the mainland . In addition , the proportion
of women members and men should be half and half . Despite this, these members
represent a chapter of the citizens of Tanzania for the support of political
parties , religions , ages, and places they came from . In these circumstances
, the process of getting 201 members was not easy at all. Response categories
was much greater than the space available .
9 . As I
mentioned earlier, the proposals from Tanzania mainland was 2,880 at the
position of members is 134. In Zanzibar , the names suggested were 874 compared
to 67 the number of members who must be appointed . For additional information
about the quantity of proposals, is that if you take the non- governmental
institutions in the mainland for the proposed 1,203 people , while the space
that was supposed to be filled is only 13. In terms Zanzibar , non-governmental
organizations have suggested names were 444 compared to only 7 positions that
were supposed to be filled from these institutions .
MEMBERS OF
PARLIAMENT OF THE CONSTITUTION

President of the United Republic of Tanzania in collaboration with the
President of Zanzibar and Chairman of the Council of Zanzibar Mpainduzi have
completed selection of 201 members . Before mentioning the list of members
appointed , I would like to clarify the following issues:
( a) The
selection was based on the participation of people of all ages , even teenagers
, adults and the elderly. For this purpose , the young members aged between
22-35 years , is 35 members . Members aged , ie 36-64 years , is 145 , and the
older members , ie aged 65 and keep it 21 .
( b ) The
law mandates a balanced ajumbe for women and men. This limezingatiwa
appropriately , and in this list are 100 members women and 101 men . Since it
will not be half a man , and therefore the number of members is 101 men .
( c ) Representatives
of political parties which requires each party with full registration should
have two members has been implemented. Given that there are political parties
that have permanent registration 21, a total of 42 members were elected in that
two members are nominated from each party.
After such
an introduction, the following is the list of 201 members of the Constituent
Assembly of the Constitution were fortunate appointment :
